I have a 40 breeder (36 inches long). I've had an ocean revive led over it for over a year and want to switch to t5 lighting, would you recommend I put a 24 inch or 36 inch t5 fixture? And how many bulb 4 or 6?

Yep, 6 bulb for both. I preferred my 250w de halide +t5, But both work fine. I have the 36" on top of a 60g currently. The 24" has retired to sitting in a cabinet lol.

Not necessarily true, depends on what he wants to grow. You can do a 2' light if you want lower light on the sides.

Yeah I've been using a black box as seen in the picture posted for over a year and it does just fine, but I want t5 for spectrum purposes

What's the width? A 6 bulb ATI is 13.4" and an 8 bulb is 17.5".

It's 18" Rik. The 8 would work but not necessarily since he will most likely mount at least 9 inches above waterline.
