here is one reply"Chances are they have old inefficient ballasts. You'll probably be better off buying new. If flouresent you can find NO and VHO bulbs, but if they're HO you won't find anything."

...what's a ballast? what is NO and what is VHO what is HO?

NO> normal output
HO> high output
VHO> very high output

A ballast is what starts and runs the bulb.
