can i use lower wattage bulbs with a higher wattage ballast?

some pc ballasts can fire 40, 55, and 65w bulbs but i think this depends on the ballast, check with the manufacturer to be sure, so the answer is possibally! and i am sure lifespan of the bulbs would vary

yep most will fire them fine. I actually use T5's on a VHO ballast and they work fine.
