Lighting Question

Hi all. Just throwing this out there and looking for help.

I'm trying to get my 12 gallon nano up to where it needs to be. I have an Eclipse "Instant Ocean" with the standard lighting that came with it. Its 2 fluorescent tubes, one white and one blue, and marked as 36 watts. From what I've read, this will be sufficient to keep everything alive, but insufficient for corals.

First question, is this a true statement?

Second, if not, how much should I have for a tank like this and does anyone know if I can swap in a different blub set or if I need additional lights?
