Lights for a 90 gal RR

I am in the process of setting up a new 90 gal RR so does anyone have some suggestions on which kind of ballast and lights to buy? I am wanting to put dual 250w halides on it. I am looking at the Galaxy dual 250, or the Bluewave 2 dual 250 ballasts. Has anyone had these ballast and if so which one was the better of the two?
Also I am up in the air on which bulb to buy. I'm thinking either Phoenix or XM. Any input on which type of bulb would be good? Any suggestions would be greatly appreciated.
