are vho lights the same as pc or t5 if not are they ok for a reef setup?

VHO are the same size tube as a standard T12 but with much more wattage output. IMO they are reef safe

can you keep the same corals and inverts as you could with t5 lighting?

There are many successful tank with just VHO lighting. And likewise, many keep succesful tanks with just T5 or Metal Halide with VHO supplimentation. I would come up with a list of coral you would like to keep and base your equipment around that.
