Little black spots HELP

I have two Heniochus butterfly fish that are dying. One is on the tank floor and the other just started symptoms. I started noticing the little black spots on the banner of the fish and then the banner tore. I kept an eye on it and the fish seemed to be alright until this morning and it is on the tank floor. Here is a picture. Also there are some black strips on his ribs. I think it might be HLLE but not sure.

Sorry but the picture is not clear enough to identify.

Small black spots (like pepper) can be black ich which is caused by a flatworm ... usually treated with formalin baths or freshwater dip.
