is it possible to have lots of live rock-live sand-and a protien skimmer and good flow-but no filter-can the live rock do all the biological filtration

A protien skimmer is a filter.... And live rock is considered a biological filter as well - so you will not be completely without a filter.

research DSB's before you get into them...make sure thats what you want.

they can get nasty is it takes a turn for the worse

That is true. But the same goes for BB tanks. Proper maintenance on any substrate choice is crucial. There isn't a single substrate that doesn't require attention.

Yes, my system is LR, LS, and a skimmer, I have great water parameters.
