Live rock questions

I set up a 5 gallon minibow to get my hands wet while I plan my first reef tank. Three weeks ago I set up the tank with 6lbs of uncured live rock. The rock had lots of coralline algae and some type of green encrusting algae. Around 75% of the green algea died and turned white. I have been blowing it off of the rock.
Ammonia has stayed steady at less than .25, nitrite has been steady at .25 and nitrate has been a steady 30ppm. A week ago I had a diatom outbreak but they have since died back. The tank has never had a rank smell, it smells fresh.

What stage is the rock in? Is it still curing or has the tank begun to cycle? The only thing in the tank right now is the rock. On the tank I have a Bio-wheel 100, 25w heater and a 80gph aquaclear 10 powerhead. I have no intention on keeping fish in this tank. I just set it up to get a feel for mixing water and curing liverock.

The tank has begun to cycle, but is still completing the curing phase. Once ammonia & nitrite measure zero and stay there, you can consider the curing/cylcing process to be complete
