it's dead b/c the person i bought the tank from neglected the tank and there was no coriline or anything growing on it, so i took the live rock and put it in a trash can with a pump to kill it off but the power got disconnect for 4days. i im figured the live rock is now dead rock b/c there was no water or air movement.
 
If it was always in water, then it still has life on it. There may be a bit of die off from sitting but it still should be good IMO. Get it up and running again and see if you get an amonia spike. Even if you do, it will re-cycle.
 
it is pretty hard to kill the micropes that are on the live rock, all the larger inverts and such might be dead but i am sure all the benficial bacteria are still very much alive, as long as it hasnt come out of water
