Yes, you can do a water change & you may want to run carbon to help filter toxins out, Lactorias can release toxins.

It really depends on tank size & the size of the cowfish......

It needs to be a big water change... at least 50%. I'd use fresh carbon and keep an eye out. If any of the fish begin to seem lethargic (slow, clumsy) take them out of the tank.
