I hope to be buying my first fish in about three weeks. TTM then into quarantine for about two months maybe longer. Is there any disadvantage to putting a little sand in the bottom of the tank? I also thought about a plastic plant or something just to give the fish a nicer home for the duration.

PVC can provide shelter.
 
Skip the sand. It will make keeping the tank clean easier. Unless you have a burrowing fish like a wrasse. In that case I use a Tupperware container for them to sleep in.
As others have said PVC works well for hiding spots.
 
When I quarantine a wrasse I put sand in a plastic container for them to burrow into. It doesn't hurt anything to have sand in the tank unless you end up needing to medicate the fish.
