I think that's an air flow meter not water flow. I use one like it to check CFM from air register's at work. (CFM= Cubic Feet per Minute of air flow)

The skimmer tuning guys use those to measure the air draw for different volute, mesh, and pinwheel combinations. The rationale is that more air flow means more bubble contact time and better overall skimmer performance.
