Looking for used chiller or advice

It appears that my chiller is leaking voltage...it is a 1/6 hp aqua chill unit.

I'm comfortable taking the thing apart but and doing some minor electrical repairs...there is a minor zap from the metal casing of the unit and also my water in the display. Happens when the unit is powered on but the not actively chilling.

The tank is in my garage so it will get hot if I take the chiller offline especially as the sun beats down this afternoon.

Should I be looking at the controller portion of the guts for the problem or could it be the fan and compressor?
