whats the best best way to lower the water temp my tank it is going between 82-84 its a 14 gallon nano only live rock right now all most done cycling but need to keep the temp down thanks

A chiller, but those get pricey and for a nano not necessary just use fans pointed to the water surface and you'll see a difference but there will be a lot of evaporation so have water ready then consider an Ice-probe or ICA

I wouldn't even worry about it. That temperature is just about ideal for corals and even a small fan is likely to reduce the temp too much.

The best way would be to figure out what is raising the temperature. If it is your lighting, use a fan to blow the heat away from the water surface. But it could be equipment such as powerheads or faulty heaters. On that note run your heater through a Ranco controller to make sure the thermostat on your heater isn't off (they are off frequently). But like Greenbean said, your temperature is not extreme yet. If you don't expect it to get much higher than that I wouldn't worry about it.
