Lunar Cycle

I have two tanks (2 radions on 1 tank and 1 radion on another tank), the tanks are on completely different lunar cycles.

The two cycles they're on are:
-- new moon with 15 days until full moon
-- waxing period with 7 days until full moon

How do i get the 2 tanks on the same cycle?
