Like most Caulerpa's if left alone it can get out of hand and be very difficult to erradicate. Not sure if the Tangs will eat it. Most fish tend to stay away from Caulerpa and only graze on it sparingly.
I agree on the ID and the advise to control it while possible to do so. While your herbivores may, in time, nibble at the Caulerpa this is an invasive algae and I would not let it get established.
