Macros under a NO t8 bulb?

Would it be possible to keep any macros under a single NO t8 bulb on a 18" tall (29 gallons) tank? This is going to be a seahorse tank by the way.

My main problem about upgrading to CF lighting is the heat, I have (more so want than have but whatever) to keep the temp as cool as possible. Are there any CF fixtures that don't heat up the tank as much as a single t8 fixture?
 
I use 20 watts x 3 of T8-NO on 36"x18"x18" FOWL tank. One bulb is actinic blue and the other two are 6700K. I place caulerpa 8" below water surface. The growth rate is not very fast but fast enough to keep nutrients under control. My tank has 6 small fishes , 2 snails , 2 crabs and 1 shrimp.
 
I know of several people who have had good growth with green and red algae from typical NO flourescent fixtures. The growth is not very fast, but it certainly does grow. You may want to look into the NO output T5's which are now available as well. They take up less space, produce a little less heat, and are supposed to produce a bit more usable light. Very affordable too.
