Can they be grown in a new system? The sand will be coming out of a established tank, but was no tsure if they can grow in a new system?
 
For someone with experience growing them, who understands their needs, and is familiar with dosing various nutrients then I would say no problem, but if this is your first attemp I would recommend allowing the sand bed and overall tank to mature a bit.

ur best bet is to use mud. u only need to change it after 2 years and once a year after that. it is better than sand escpecialy for a new tank
 
mangrove grow just fine with no substrate. system new or old dosnt matter . I have some that the roots are just in mid water,they are doing great. I would keep an eye on your magnesium levels;)

I am currently growing over 100 mangroves in different conditions, and I second redox :D
