Not sure where Norway is (except next to Sweden), however Maine has SWAM (saltwater addicts of maine- http://www.clubswam.org/Forum/index.php ). I've given 2 talks there over the past few years.
While there members are fairly spread out, there is a core nucleus of folks that are pretty consistent
