Mandarin dragonet fin rot?

I just got a Spotted mandarin dragonet about a week ago. I noticed yesterday that its fins look like they have little chunks missing out of them and I'm wondering if it's fin rot. Other fish in the tank include a yellow tang, a lawnmower blenny, and a small clown fish. My nitrites, nitrates, phosphates and all of my tests come up zero and I do water changes about twice a month. My temperature is 78-80. All of the other fish appear to be healthy. The only change I've been making is that I've been adding calcium and magnesium supplements for my coral. I've been feeding my mandarin live baby brine shrimp because I'm still trying to get him on frozen food. Any suggestions on what to do?

The picture isn't the greatest but you can see its fin chopped up looking.

+1 My mandarin's fins look like this from time to time....I think it's crabs nipping him while he's sleeping.

I do have a lot of hermit crabs so I guess that could be it. I hope his fins get a chance to heal up soon though. I can't even catch him to quarantine him if I had to. All of the other fish haven't nipped him that I've seen.
