Mangroves???

it has been in there for about 2 months it started with 2 and then grew 2 more. it is under 2 20 watt lights that are about 6 inches away.
 
No where near enough light. With only 40w total, you will see very slow growth. Mangroves are slow growers to start with, then heap on low light= very slow growth. If you are serious about the mangrove, I would look at getting a MH light. Also, I would not use a high priced aqurium bulb either. I would look at a 6500k hydroponics bulb. You will get better growth with a 6500k bulb.

HPS bulbs have worked very well for me with mangroves. Mine average between two and four new leaves per month under a 100W HPS bulb. You can buy the bulbs at HD for ~ $20, but you'll also need a ballast to drive it.
I'm not sure I understand your original question. My goal is to have as many leaves as will fit under my lights.
