I'd suggest picking up a copy of Matt Wittenrich's book. The Complete Illustrated Breeder's Guide to Marine Aquarium Fishes.
It's got a section about jawfish in it that should be useful.
I think the absolute basic steps include using a larval snagger at night to catch the fry. Feed rotifers for 14 days, feed baby brine for another week, then move onto frozen/flake/pellet or other foods. I can't remember offhand though.
