Depends on what species you want to keep. You can keep 2-3 of the medium sized horses.

And maybe 2 pair of the smaller horses.

I have 2 pair of Kuda in a 29 gal. I'm rather neurotic with the cleanliness of the tank though, so water/tank conditions are always good. See pic in my gallery.
