I am thinking about buying a sunlight reef optix 3 HQI pendant with 14k DE phoenix bulb (250 Watt). I was wondering if you have a recommedation for what type of ballast I should use.

The bluewave 3 from Sunlight would be your best bet. It has a quick disconnect for your pendant and will drive the bulb optimally. You can save some money using an ice cap electronic ballast, but you'd have to wire a quick disconnect or hardwire to the ballast. You'd also lose about 20% of your light output, but save electricity and lengthen the bulb's useful life.
