I have a ballast that was originally used in a ware house. Same componets we use, but one big ugly box it sets in. I could part with a ballast like that and single reflector with sockets ect ect for $75.
I will toss in a couple cheapy bulbs too that have some life left to get you goiing. The bulbs would be good for 3-4 months. I do have a light meter we can test it out with as well and see how good the bulbs actually are.
I have 3 such ballasts, so if you need a 2 bulb set up I could part with that too. Looking to move more to T=5s.
