Micro-inverts mass producing in my tank?

For about 3 weeks now, my water has had a cloudy appearance. When I at it look up close, it looks like white "dust", for lack of a better word, is in the water. It almost looks like undissolved grains of sugar. Then, a week or so ago, when I had the pumps off for routine maintenance, I noticed hundreds of very small white specks accumulating at the surface, some if not all of which are alive.
I've had suggestions that they are baby brine shrimp and/or copepods.

specifics:
75g F/O, cc bed, wet/dry, no live rock, just your basic LFS setup, set up one year. water has always clear until now. Water changed and filters cleaned regularly.
80 degrees, very slight traces of ammonia and nitrite (I've always had very slight traces of ammonia and nitrite, it seems), PH 8.2, nitrate 40.
I've never used live food, and only rarely used frozen brine cause the fish won't eat it.

None of these things are on the glass, just swimming in the water. I caught some in a test vial, but they are too small to tell what they are. They are very fast; they zip around like crazy.

Does anyone have any idea what these things are, and what if anything I should do about them?

Do you have a magnifying glass you can look at them through? You could put a drop of water on a dark background and check them out. Do your fish eat them?

Maybe rotifers, but they eat a lot. Do you dose phytoplankton or feed a lot?

Any ideas on how they got into your tank? Maybe hitchhikers on a frag or fish from another reefer or an LFS?

If they are fast, they are probably copepods. If you want to mail me some (they need not be alive so regular cheap usps is fine), I can capture some micrographs of them and post them.
