microbubbles...HELP!!!

I have a 36g bow front tank with a penguin bio wheel filter. I have tried EVERYTHING but cant seem to get rid of the bubbles. the tank has been running for 3 days with no fish. I have 40lbs crushed reef and 11lbs of live rock. The water level is up to the black trim and I have a circulating pump running as well. I have also put floss in the filter box to try and help but it looks no different...

sorry for the delay, been busy and finally had some time to put some pictures up. I just changed the filter yesterday and the bubbles seem to be smaller and now it looks cloudy, I have also added filter floss. I just cant seem to figure out how to make them stop
