Midas Blenny May Have Ich?

I'm not sure but I think my Midas Blenny may have Ich. He is behaving and eating just fine but I noticed a couple of white spots on him. They don't look like the normal pictures of ich, these spots seem to be a little bigger and not as white. I'm not sure that it's not spots of sand as he is always getting mouths full of sand and spitting it upwards and it comes down back on him so there's a possibility these are just some spots of sand or dust but I'm keeping a close eye on him. He doesn't appear to have cloudy eyes, are there any other signs that I should be looking for? Now if he has ich I have a dilema. I have a quarantee tank but I just put a Banggai Cardinal in there two days ago. If the blenny does have ich should I put him in the tank with the cardinal and expose the cardinal to ich or take the chance and put the cardinal into the display tank?
 
put the blennie in with the cardinal, if it is ick then the whole tank is effected and if you put the cardinal in the main it could get ick, let the main tank run fishless for 4-6 weeks
 
I also have 2 royal grammas, 2 clown fish and 1 firefish in the main dispaly tank. Should everyting come out of the main tank, that would make for a pretty full 20g quarantee tank.
 
Does it make sense to get the blennie out and treat him with copper or hyposlanity and then treat the display tank with some form of reef safe ich treatment just in case. I don't think my quarantee tank will hold everything? Are there effective reef safe ich treatments out there?
