some of those wrasses need sand to sleep/dive in - best check requirements. I haven't kept miniatus, so I can't speak to the aggression. Most HTs are over 5", so maybe start with a smallish miniatus, 3-4"?
I think your order is probably ok. Always a good idea to either have a "time out" tank or egg crate to divide your tank, in case you have aggression against a new addition. I have added passive fish after aggressive fish, but a "time out" for the aggressor and some reaquascaping to confuse territory helped a lot.
I would definitely set up a QT and quarantine any new fish for 4-6 weeks before adding to the display tank. This allows you to monitor for any disease, treat if necessary, make sure the fish is eating and healthy before putting in DT. This way the fish will be able to stand up for itself better, and you reduce the risk of infecting other fish.
You can set up a "cheap" QT by buying a large Sterilite or Rubbermaid container. Add plenty of cover. I like to add live rock and a seeded filter to keep water quality high. I only remove these if I have to treat with meds that kill the biofilter. I only treat if the fish seems sick (though I usually treat with prazi for fluke prophylactically for flukes - low risk, low stress med, compared to others).
