MP40 losing programming

I'm running 2 Vortech MP40's on my tank, 1 QD, the other is an upgrade to QD controller and wetside. The upgrade will not keep programming and I cannot perform a reboot on it from ESL. If a cycle the power via the Apex it will return to normal operations for a spell and then go off programing again. Any idea what's going on here?
