Most places say to put them in just after hatching. One place even said to add them before hatching. The larvae have yolk sacs that they eat for I think about 6-12 hours. Unless I'm incorrect, then adding rotifers at that time or before could foul the water.
I read somewhere - and I can't for the life of me find it - that they won't eat until that yolk sac is gone and the rotifers will die during that time unless you add phyto, in which case you're turning your larvae tank into a rotifer tank and that's no good.
I could be way off base here - maybe someone else can chime in who has more experience.
You can put them in right away.
There are different ways of doing it but you can also add live phyto to the water to keep the rotifers alive and enriched.
