My coralline algae is growing hairs tank has been cycling for a month is this normal?

Sorry to give you the bad news, but that is not coralline algae, it's cyanobacteria.

Is it good?? -No.
Is it normal? -Yes.
The tank is still cycling. -Likely another 2-3 weeks.
Throw in a piece of shrimp and monitor water parameters on how quickly they bounce back.
Then add ONE fish, some CUC and monitor/change water.
