I have had this tang for 4 months but not he swims into rocks and hits many things . he swims in circles . to me he appears blind but his eyes look normal does anyone have any suggestions

Fish can appear blind when badly stressed, weak and sick. I would start with a large water change using water that has been well aerated and mixed for 24+ hours. Wouldn't hurt to reduce the salinity. Do the eyes look cloudy. Get a maginfiying glass and look close at the fish holding it to the glass with a net or plastic container.

Once when I had an Ich outbreak I quarantined all the fish with copper treatment. The flame angel, which are sensitive to copper, got brain damage. It began by him swimming in circles and bumping into things. He stopped eating and survived for almost 2 months. Then died from starvation. I just couldn't get him to eat. Is your PBT eating? If so that is good news.
