Name this wrasse please!

Looks like a female Debelius fairy wrasse, also called adorned fairy wrasse. Scientific Name: Cirrhilabrus adornatus
Can't be. Not with that hint of yellow at the posterior of the dorsal fin.

It could be, it certainly is a female within that complex, but it could also be C. lubbocki(my vote), or C. flavidorsalis.
I'm going to make the argument it must be C. lubbocki because of that hint of yellow. C. flavidorsalis is red at the dorsal posterior.

I'll go further out on a limb and say it's a Cebu lubbocki.

I think the yellow you are seeing is the live rock showing thru it's tail. Here's more pics:

Will this female eventually turn into a male? Or maybe if we can 100% identify it, I can purchase a male of the same fish.

In many cases, even if you add a male the female will still transition into a male, especially if housed without one for a period of time.

Also wrasses don't truly pair up as many other types of fish do. Rather the male/female relationship is based on dominance and a certain amount of aggression from the male towards the female to keep her a female.
