well, there could be a number of different problems
there could be no power running to it, the lights are burnt out, wires could be crossed
like i said a number of problems
did you but it with the tank
or install it yourself
or what?

if you know how to soilder its very simple to switch them out. remove everything till youhave access to the leds and remove and replace. theres a guy on ebay from hong kong who has the 420nm leds packs or 50 for a penny an led i think it cost me about $13ish shipped for 100 leds. all the original ones i bought are still working on my 125 and its been over a year.
Mine went out also - only 6 months old. They are under warranty - for 6 months and JBJ will replace them if you have proof of purchase.
JBJ sells the replacement, I think under $15.
They also sell a replacement that can be wired seperately - you can hook-up to a timer - at Nanotuners

if they are the ones that came with the tank just return it and get a new one if you are still under warranty
if you have stuff in the tank just go get some replacment bulbs
if that doesnt work its definitely the wireing
if i were you i would just replace the whole moon light to save money if it isnt the bulbs then you just threw away around $15
