Nanocube 12G Lighting Problem. Please Help!

Okay so I'm getting very frustrated. My lights and fans went out on my Nanocube 12 Gallon DX. I've heard the ballasts go out a lot in the old ones, And this one is a good 5 or so years old I believe.
Anyways, I replaced the ballast/power cord things today, plugged it in to my canopy, and still got nothing. Does anybody have any suggestions on what to do? I was thinking about taking back the new ballast and just getting this kit

Would that include everything to get it up and running again?

Also, how can I tell if my PC bulbs are burned out or if it's just the ballast problems? I'm wondering if I need new bulbs too....

how long ago did u replace ur bulbs? if its a new ballast then it might b the bulbs.
