Need chiller help

I have a pacific coast imports CL-280 on my total system volume of 90g. I got it used from a friend who wasn't sure if it was working. I have had it running for 3 hours now and it has only dropped the water temp .6 deg, so obviously it isn't. Anyone know where I can even start to look at it or what I can try?

I would say one of the first things to look at would be to make sure the cooling fan is turning on. To do this simply put your hand at the front or back of the chiller and see if any air is blowing through. I've had a few chillers go bad on me and usually it's the cooling fan.
 
Cooling fan is good. I just increased the flow to the chiller and it seems to be getting better results. I will monitor this for a bit.
 
Slow the water down to the low end of the manufacturers recomendation.
