It's really hard to tell by the pics, but I can tell you for sure that it's not velvet.

when my occelaris clownfish had ich i took him out and dipped him in a 1 gallon pitcher of saltwater/a couple drops of QuICK cure for about 20 seconds. all of the white spots disappeared and he was eating the next day.
