need some advice on small creatures to keep in this tank.

Can't go wrong with small gobies like an ORA sharknose or neon goby, a yasha goby / pistol pair, clown goby.

Inverts only is a good choice for smaller tanks. Porcelain crabs, pistol shrimp, anemone shrimp are all good choices (though only one type, not all of the above).

Two clowns in a 4g? They would have to be tiny babies and it's definitely not a long term plan.
