Need help on hang on skimmer

I just bought this skimmer off craigslist, Excalibur HV1 hang on back, as a temporary skimmer until I get my sump setup thinking "something is better than nothing" for the time being

Anyway, I'm confused about how this works...how does the water drain out of the skimmer section? There are two pipes running from the tube to the tank, i assume one input one output, but they are both well below the water line and don't drain, or siphon, etc.

Am I missing something?

The pipe in the middle should have a pump. The one that comes out the bottom is the output. There is no siphon involved.

Thank you, so there should be two pumps? One to pump water with air in and one to pump out? Where would that pump sit?
 
No. Just a pump on the input. The water will just flow out the other one. The reason the other is below the water line is to keep micro bubbles down.
 
I think that's my problem then, because it's not just flowing out. I feel like an idiot cause I know i must be just totally missing something.

But when I turn my pump on the water just fills the entire canister and no water drains, and i dont know why it would. How would the water go all the way up the piping and back into the tank without a pump?

I'm sorry for the lack of knowledge, I'm so confused.
 
The water level will go as high as the pipe. It will be almost as high as the cup. the only thing that can stop it is something clogging the pipe or having too strong of a pump.
 
Make sure you pulling air in and skimmer lever will be done with pipe on left (output) theres either a valve or a height adjustment for th tube (left)
