Need help with ID and Treatment!

My gold-bar clownfish is losing color on its back fin which is also frayed and has a trail of white spider web looking material. He has stopped swimming and is just in the corner of the tank. Haven't noticed him rubbing against anything.
Any possible help?
I have aquari-sol but it says it is only for freshwater. Is this ok to use?

I read that it may be a bacterial infection due to ammonia burn, but my ammonia levels are almost 0. I'm using a dip test strip and it was much closer to 0 than to .25.
Could he still have gotten ammonia burn?
What should I use to treat bacterial infection?

At a guess, the most likely is brooklynella which is best treated with formalin baths. 1ml of formalin in 1 gallon of SW, aerate heavily, leave fish in for 45 minutes to an hour...no longer than an hour tops. Repeat every other day, usually a week will do the trick.
