I had got a spectacled angelfish on April, 26 2007. He have not eatten anything untill 0n April, 30 2007 (a bit eating; 5 brine shrimps) and he had got spot on his body on May, 5 2007 and more after that. I decided to buy two cleaner shrimp to put in the tankon May, 6 2007. I can see that he try to get to the cleaner shrimp all the time. Water temp about 26-27 C.

I am not sure, that he got marine velvet or ich and what can i do to get rid of disease? (can not take he out off the tank)

note: I read that garlic can help Tang get rid of ich disease. What kind of garlic can be use? normal one??

The spots are very tiny white dots on fish's skin and also sometimes fish's eyes. He does not scratch himself.
I note that the spots will appear more at night time.
 
It sounds like ich. Scratching doesn't always occur right off, but might start being noticeable if the condition worsens.
Do you have other fish in the tank? If so, they have also been exposed. Do you have a quarantine tank you can use to treat the fish?
Garlic is not a cure per se. The benefits are anectdotal, but you can use it as a food soak. There are liquid garlic products on the market. not sure what you have available in your country. You can crush some fresh garlic and use the juice as an additive.
