need paint shop pro help...

i am i the process of learning how to use PSP. for some reason the 'tools/toobar" on the left doesn't work half of the time... when i try to crop a picture the crop tool won't work..

sometimes i can go out of the program(?) and come back in and it will work, more often than not it wont work for me....

anybody have any thoughts or suggestions???

i am significantly computer challenged so be gentle with me..
