Neon Goby Breeding Pair

So I am really confused about my pair of Neon gobies. I am beginning to think that they are not actually a pair. I bought them over a month ago. I was extremely careful to hopefully pick a pair out of the tank at my LFS. I chose what looked like a female, then I just kept the bag in the aquarium and waited until another gobie came to the gobie in the bag. There was one that kept hanging around, and it seemed like a male, so I bought those two. Eversince, the two have been living in a 5gallon tank alone so I can observe them. They can never stay away from eachother, and are always right next to each other when they swim and rest. The problem is their fins are both totally gone by now. I can never catch them picking on each other, but their fins are just gone. Any ideas? Even though their so nice to each other, do you think they actually are not a pair?

Gobies usually pair up pretty easy, they can change sex in either direction as needed. With the fin deterioration, I'd be more suspect of other issues such as water quality or parasites.
