New 220 RR Perfecto Project

Okay this is my first thread of a large tank or a planned build. I currently have a 75, 55 and 40 breeder plumbed into a 100 G rubbermaid sump. I have been aquiring equipment and livestock in prep for a "bigger" tank, I will be taking all tanks off line when I set up the 220, as I have had some problems w/ flatworms and redbugs, the MOST IMPORTANT thing I want to do is start this tank right. I have close to 250 # LR in my tanks and it has been recommended to take it all out and let it set in the sun for a day or two, to kill everything. I wanted to use some of my sand but am unsure, I have treated for redbugs and they are gone, but the 55 and 40 which are downstairs have them, 75 is upstairs fed by a Gen X 4, I will at some time make the 75 a eel tank, but for now I will leave water for my Trigger and Grouper, as well as a few other fish that will not make it to the 220.

Calcium reactor, Schuran Jetstream 2 w/ Schuran media w/ ~ 5-7% Zeomag.
Protein Skimmer, MR3 w/ dual becketts run by a Iwaki 70
topoff;Tunze Osmolator
Flow:2x Tunze 6100 streams w/ 7095 multicontroller
Return pump, Panworld 150
Lights 2x 400 W Mh w/ lumenarcIII, and possible 250 w Mh and want to add some T5's but unsure about room yet.

Water will be handled by a Aquasafe system w/ dual DI units and booster pump into a 45 G holding tank w/ Kent float valve.
Pinpoint controller and monitor for ph.
Just finishing up a DIY stand from the main page of RC (thanks) with a few modifacations. I have about 200# of new sand, pink fuji . Was wondering if when I do the change if I used a small swimming pool and dosed the water w/ something could I use my rock .

Any help on this will be greatly appreciated as I want to do this right the 1st time and already have two strikes aginst me. But I will say I picked up some valuable insight.

Livestock; 1 PBT, 1x Hippo tang, 1x Sailfin tang, 1x unknown tang, 1x Mimic tang, 1x Lunar Wrasse, 1x six line wrasse, 1x green mandarin goby, 1x Falco Hawkfish, 1x Lawnmower Blenny and will be adding 3x black clowns
