new 40 breeder set-up...need input

I just finished setting up a 40 breeder from a 20 gal.

specs:
diy stand
sunpod 300w HQI metal halide fixture
55 lbs rock, 60 lbs sand
10 gal refugium/sump, rio 1700 return

I need some input on the following:

1. Where the water enters the sump, massive amounts of micro bubbles are formed, which also are causing some film build-up in the return section, like a skimmer. Any tips with this? Overflow is 3/4" pvc, then 1" clear hose from 1 ft above the sump

2. my auto-top off system is gravity/siphon powered, but the water wont ever stop flowing...is my container air tight, or could the 1/4" air hose be too large?

1: filter sock.

2: get rid of the gravity feed. get a floatswitch with a solenoid or a litermeter. You'll thank yourself later when you don't have to mop the floor.

litermeter looks sweet, too bad it costs just about more than my whole setup....anybody have any tips where to find one CHEAP?

Guess Ill be looking into a floatswitch, just didnt want an more power cords, but what the hey.
