I have several questions
Fist is there a recommended thickness for sand bed?
Do I need a sump tank?
I will start with this for now and can appreciate all the help to get this started.
 
Sand thickness: Lots of options. You can do anything between bare bottom to a deep sand bed. Some animals we keep (for example, wrasses that sleep in the sand or jawfish) need an inch or two of sand.

Sump: You don't necessarily need one. I ran a 90 gallon sumpless for almost a decade. They do help in a number of ways: Extra water volume, place to hide unsightly equipment, nutrient export.

What are your plans for livestock, and is the tank drilled already?

In my 90 I have about a 3 inch sand bed.

Do you need a sump? Not really but it makes life way easier. As said above, place to hide equipment, you can have an in sump skimmer vs HOB. Makes for a cleaner looking tank.
