new neon blue gobby doesn't clean my fish

i got neon blue cleaning gobby over a week ago and he still hides and does not clean the fish at all, not even trying. so, i went out and got cleanig wresse that actualy takes other foods, and he cleans everybody already, only being in my tank for few days. the gobby is not tank raised, he is from the ocean. is it possible that this gobby will never try to clean fish? he does take other foods. i don't care if he doesn't clean, he is a cute little guy. i just thoght that it would be natural for him to service fish. it just took me a long time to find cleaning wresse that would take other foods.
