Thanks for your inquiry. The skimmer body is suppose to be filled with water. The first chamber should be milky white as it should have a lot of air in it as well. The air will then rise, bringing the protein with it, then spill into the collection cup. The latter two chambers should be filled with water with very minimal amount of air. Please note that the skimmer will take 3-4 days to break in, so you may not get any skimmate production during the break-in.
